Roving Exhibition - Stage 2 Public Engagement for the Pilot Study on Underground Space Development in Selected Strategic Urban Areas
Date: 5 June 2019 to 12 June 2019 Venue: 3/F Meeting Room, City Gallery Time: Monday to Thursday: 10:00 - 18:00 Friday to Sunday and Public Holidays: 10:00 - 19:00 Closed on Tuesdays (except Public Holidays) The Civil Engineering and Development Department and the Planning Department launched the Stage 2 Public Engagement for the Pilot Study on Underground Space Development in Selected Strategic Urban Areas on May 22.
The Study, which commenced in June 2015, aims to explore the potential for underground space development in four selected strategic urban areas (SUAs), namely Tsim Sha Tsui West, Causeway Bay, Happy Valley, and Admiralty/Wan Chai. As revealed by the Stage 1 Public Engagement completed in February 2017, the public generally agreed that the proper utilisation of underground space and provision of an all-weather pedestrian network could alleviate the overcrowded street-level walking environment and improve pedestrian connectivity. It could also provide diverse uses/facilities for the benefit of the community through a holistic planning approach. Among the conceptual schemes of the four SUAs, the Study recommends according priority to taking forward the Kowloon Park Conceptual Scheme in Tsim Sha Tsui West.
The Kowloon Park Conceptual Scheme comprises multi-purpose underground space for accommodating an all-weather and barrier-free underground pedestrian network. Various facilities such as community space, retail/food and beverage and car-parking facilities are also included in the Scheme to address imminent needs and enhance the use of underground space.
In formulating the proposed Kowloon Park Conceptual Scheme, consideration has been made to provide diversified space to enhance accessibility and walkability. The departments will also strive to minimise possible disruptions caused by underground space development to the park, retain Old and Valuable Trees in the park, and preserve built heritage and the Bird Lake. The proposed conceptual scheme will improve the park area's appearance and re-establish a sustainable green park after the underground space construction.
The Stage 2 Public Engagement of the Study will last for three months to seek public views on the latest recommendations of the Study, including the proposed Kowloon Park Conceptual Scheme. Roving exhibitions, focus group meetings, weekend public events and consultations with key stakeholders will be held during the public engagement period. Virtual reality experiences will be introduced in some of the roving exhibitions to assist the public in understanding the future appearance of the proposed underground space and the rejuvenated Kowloon Park.
The public engagement digest and details of activities are available on the Study website (www.urbanunderground.gov.hk). Members of the public are invited to provide feedback through the following channels on or before August 21, 2019:

"Lantau Tomorrow Vision" Exhibition

In the spatial context of Hong Kong, Lantau commands an un-paralleled strategic location with a comprehensive air, road and rail transport network connected externally to other cities in the Greater Bay Area and the World as well as internally to the well-established core business area at Central. Creation of land for meeting housing and economic needs in this area would also allow a more balanced spatial distribution of population and jobs. The strategic transport facilities in support of the Lantau development could also help relieve the existing transport capacity constraint in Northwest New Territories as well as enhance connections between urban areas and the New Territories.
To harness the strategic advantages and opportunities of Lantau, the Chief Executive announced in her Policy Address 2018 the Lantau Tomorrow Vision with a view to building a solid foundation for a sustainable future for Hong Kong.
We will realise this vision in the coming 20 to 30 years through the following five policy directions:
• Liveable City • According priority to transport infrastructure • Economic Powerhouse • Leisure and Entertainment Destination • Sustainability and Conservation

GASP! WYNG Masters Award Finalists’ ExhibitionDate : 7 may to 19 May 2014
AIR pollution is one of the top public health risks in Hong Kong. Levels of pollutants often exceed the limits set by the World Health Organization. The International Agency for Research on Cancer (IARC) announced in October 2013 that it has classified outdoor air pollution as carcinogenic to humans. In Hong Kong, according to a study in HKU, air pollution has led to well over 3,000 premature deaths, more than 20,000 daily doctors' visits and a monetary loss of 39 billion HKD last year.
The WYNG Masters Award's mission is to nurture the growth of photography as an art form in Hong Kong, as well as to stimulate dialogue and foster community awareness on socially-relevant issues of critical importance to Hong Kong and its residents. Each year, a focused theme is chosen for the award. The 2013 theme is air — as Hong Kong wrestles with the health, economic, and social effects of its deteriorating air quality.
The WYNG Masters Award Finalists’ Exhibition - Gasp! will be held at the School of Design Jockey Club Innovation Tower of Hong Kong Polytechnic University from 4 - 16 May 2014 and the City Gallery from 7 - 19 May 2014. The exhibitions will showcase the works of the seven finalists: Tommy Fung, Gao Ling, Leo Kwok, Lau Ching Ping, Siu Wai Hang, Kurt Tong and Ducky Tse Chi Tak. Student works generated from a series of school workshops will also be displayed. Participating students are encouraged to respond to the theme air through arts creations and mobile gardening. The workshops are led by Hong Kong Creates Founder Mr Joel Chung, KaCaMa Design Lab and O-Farm Founder Mr Yip Tze Shing.
The WYNG Masters Award international panel of judges is comprised of industry leaders in photography, art, publishing, and non-profit. They include Zoher Abdoolcarim, Abby Chen, Jehan Chu, Louise Clements, Frank Kalero, Joanne Ooi, and Christopher Phillips. The recipient of the WYNG Masters Award will receive a cash prize of HKD250,000 and is selected by the judging panel. The WYNG AIR recipient, chosen by the WYNG Foundation trustees, will receive HKD250,000 to execute a project highlighting the theme air. An advisory board of industry experts will review the WYNG Masters Award finalists and their project proposals and make a recommendation to the foundation trustees.
A series of seminars and guided tours will be organized throughout the exhibition period to raise community awareness and discussion on air pollution. A sharing session by students from school workshops and Mobile Garden parade will be held on 17 May at the City Gallery.

Stage Two Community EngagementDate : 30 April to 8 May 2014
In January 2012, the Planning Department and the Civil Engineering and Development Department jointly commissioned the “Planning and Engineering Study on Future Land Use at Ex-Lamma Quarry Area at Sok Kwu Wan, Lamma Island – Feasibility Study” (the Study). The overall objective of the Study is to examine the future land uses and explore the development potential of the Ex-Lamma Quarry Site (ELQ Site/ Study Site).
The Stage 1 Community Engagement (CE) was conducted from December 2012 to February 2013 to solicit public aspirations for future development in the Study Site as well as their views on the three initial land use options under the ‘Housing’ and ‘Tourism plus Housing’ themes. There were general supporting views that the ELQ site should be developed. Taking into account the public views gathered from the Stage 1 CE, the vision and guiding principles of the Study, together with the technical assessments conducted, the preferred land use option in the form of the draft Recommended Outline Development Plan (RODP) is devised. The preferred land use option is developed based on the ‘Tourism plus Housing’ theme with an aim to optimise the development potential of the Study Site.
The Stage 2 CE was launched on 14 March 2014 to solicit public views on the draft RODP to facilitate further refinement in the later stage of the Study and finalisation of the RODP.
You are cordially invited to participate in the Stage 2 CE to provide your views on the draft RODP as well as the future implementation. For more details, please visit the Study Website: www.ex-lammaquarry.hk

Hung Shui Kiu New Development Area Planning & Engineering Study: Stage Two Community Engagement – Roving ExhibitionDate: 4 September – 1 October 2013
Venue: 3/F, City Gallery
The Hung Shui Kiu New Development Area (HSK NDA) Planning and Engineering Study (the Study) commenced in November 2010. The HSK NDA is one of the ten major infrastructure projects announced in the 2007-08 Policy Address. It aims to meet the long-term development needs of Hong Kong, including provision of housing land and employment opportunities.
The Community Engagement (CE) programme of the Study is divided into three stages, with CE1 carried out in two rounds. The 1st round was held in November 2010, prior to the commencement of the Study, to initiate early public discussion on the key issues. The 2nd round took place between December 2011 and February 2012 to facilitate further discussion on the major topics relating to the strategic roles of the HSK NDA, building people-oriented communities and promoting a green living and working environment.
